3-4 pound beef Chuck Roast
2 tablespoons Olive Oil
1 tablespoon All-Purpose Flour
1 teaspoon Garlic Powder
1 teaspoon Onion Powder
1 teaspoon Dried Thyme
1 cup Beef Broth
1 cup Red Wine
2 tablespoons Tomato Paste
